Jamaica FEASTS Manager

**This is a temporary grant-funded position through 2/28/2019**


The Jamaica Food Entrepreneurship and Services Training Seminar (FEASTS) is a new intensive training program for entrepreneurs interested in starting food businesses based at the Queens Borough Public Library Central Branch (“Library”) in Downtown Jamaica with the overall goal of promoting economic development and food sector development. The Jamaica FEASTS Manager supervises the operation of FEASTS on a day to day basis. The Manager will oversee and coordinate curriculum development and refinement, planning, organizing, training and management of Queens Library’s Job & Business Academy’s Jamaica FEASTS program to prepare aspiring entrepreneurs to run restaurants or operate other food businesses with the overall goal of at least 80% of participants completing all aspects of a food business plan and making plans to run a pop-up café in the library or other spaces in Jamaica.

  • Responsible for the development and execution of Jamaica FEASTS curriculum including developing selection processes for program admittance, finding Subject Matter Experts (SMEs), as appropriate, to teach and oversees the work of any contracted SMEs, continuously refining and assessing the efficacy of Jamaica FEASTS curriculum during and in between program cycles, & developing develops all activities, homework, learning goals and expected outcomes.
  • Provides individual consultations and development services to Jamaica FEASTS participants on a weekly basis to make sure their food business plan is fully developed. Conducts regular consultations and guides participants in daily operations of their food businesses.
  • Works cooperatively with Jamaica FEASTS Advisory Council to plan and refine overall Jamaica FEASTS program.
  • Oversees scheduling of participant time in the library’s commercial kitchen space.
  • Develops kitchen usage guidelines, rules and agreements and works with library staff and staff kitchen vendor to ensure optimal sharing of space. Ensures that participants follow all applicable kitchen rules and usage agreements.
  • Works with selected participants in preparing to start up their food business at the library café or other pop-up spaces including guidance in assessing start-up needs and preparing for opening day.
  • Works with external organizations to plan, prepare, coordinate and operate pop-up spaces outside the library. Works with real estate partners to refer participants to real estate opportunities for start-up food businesses. Makes connections with small business funders for business start-up costs.
  • Coordinates outreach activities with special attention paid to continuously developing and improving partnerships with external organizations which provide support and continuation of services to Jamaica FEASTS participants including advanced business development services, commercial kitchen space and opportunities for participants.
  • Develops and maintains relationships with governmental agencies involved in starting and operating a food business
  • Develops and maintains partnership relationship with business organizations and community based organizations for referral of potential participants.
  • As necessary, assists selected pop-up participants in controlling and measuring objectives such as sales, costs, employees, customer service and satisfaction, food quality, cleanliness and sanitation.
  • Supervises Jamaica FEASTS full-time and part-time staff including monitoring staff responsiveness to participants’ needs and monitoring their efficacy in reaching performance targets and outcomes
  • Develops tools to measure the impact of the Jamaica FEASTS training program on business development.
  • Prepares all required paperwork, including forms, reports and schedules in an organized and timely manner to track attendance & progress of participants and program
  • Prepares regular reports according to specifications set forth in the FEASTS Scope of Services and as directed by the senior management level supervisor of Jamaica FEASTS.
  • Performs other duties as required.

Schedule for this position will include evenings and weekends.


  • Bachelor’s Degree required. Degree in food service management, restaurant management or related field highly preferred.
  • At least 3-5 years’ experience in food business, small business development or transferrable management field with at least one year of supervisory experience.
  • Significant experience in various facets of the food industry, restaurant management, or related field; and/or a degree in a related field.
  • Experience starting and managing new projects or programs.
  • Prior hands-on experience and proficiency in restaurant management or related entrepreneurial field.
  • Experience in staff management with a proven record of building a high-performing team.
  • Experience in developing and delivering instructor-led and interactive workshops is necessary.
  • Independent self-starter with excellent interpersonal skills and an in-depth understanding of most if not all of the following: finance/financial management, business planning, capital formation, marketing, workforce development, and essential elements to growing a successful business across a variety of industries.
  • Experience in MS Office Suite software (Word, Excel, and PowerPoint).
  • Excellent presentation skills. Strong verbal and written communication skills; Good networking and team building skills.
  • Basic knowledge and experience serving a diverse population.
  • Good organization and administrative skills including experience with tracking program attendance and preparing reports.
